You pay 3,84 euros to hand in a used tire. That's a very small cost compared to the €10.000 fine the perpetrator faces if caught.

And he will probably be caught, because the police found usable clues to his identity on a piece of rubbish - although the addresses were neatly cut out of pieces of paper and boxes. That speaks for an intentional act. The police in Alsfeld have initiated an investigation and are asking for witnesses by calling 06631-9740. Eventually, the garbage was dumped on a busy road. The disposal of the garbage costs the general public around 200 euros.
